The CBAM Factor: With the Carbon Border Adjustment Mechanism (CBAM) set for full industrial rollout in 2026, ports are rapidly installing digital tracking systems for carbon emissions associated with cargo handling. Looking ahead to November, we expect a shift toward containerized shipments for high-value rutile concentrates to mitigate the risk of bulk-terminal congestion during the holiday peak.
